Korean chip toolmakers target Musk's $16.8 billion Texas fab
Hanmi Semiconductor and HPSP pursue supply roles in SpaceX and Tesla's planned Grimes County facility as Elon Musk acknowledges foundry talks with TSMC.
Elon Musk confirmed Oct. 3 that his Texas Terafab venture is holding foundry talks with Taiwan Semiconductor Manufacturing Co., opening an operational path for South Korean equipment vendors seeking supply contracts.
The first phase of the planned Terafab complex involves $16.8 billion in capital expenditure in Grimes County, Texas. The wider framework projects total outlays reaching $119 billion across a planned 100-million-square-foot footprint.
Hanmi Semiconductor committed 50.01 billion won ($32.9 million) to acquire 215,600 SpaceX shares in June. The transaction represented 7.24% of the equipment maker's 690.3 billion won in equity capital.
Hanmi Semiconductor cited participation in Musk's Terafab ecosystem as the strategic objective in its regulatory filing. The company manufactures thermal compression bonders used to stack high bandwidth memory dies.
HPSP has positioned its high-pressure hydrogen annealing tools for early integration into the Texas facility. The company controls a proprietary process that uses gas pressure up to 25 atmospheres to repair silicon lattice imperfections.
The annealing step passivates dangling bonds — unbonded atoms at dielectric boundaries that degrade electrical performance — without exceeding thermal budgets. Advanced logic and memory architectures require low-temperature processing below 450 degrees Celsius.
Musk addressed the foundry rumors directly on social platform X on Oct. 3, characterizing discussions with TSMC as exploratory. "Just discussions, but something may come of it," Musk wrote in response to industry reports.
TSMC operates as the primary contract manufacturing partner for advanced artificial intelligence processors worldwide. A collaboration could supply the operational expertise required to fabricate silicon for Tesla autonomous vehicles and xAI data clusters.
Texas Governor Greg Abbott approved a $30 million Texas Enterprise Fund grant for the Grimes County site in August. The facility also qualified under the state Jobs, Energy, Technology, and Innovation tax program.
SpaceX selected Grimes County to consolidate logic fabrication, memory production and advanced packaging within a single perimeter. The project intends to draw industrial cooling water from the nearby Gibbons Creek Reservoir.
For South Korean toolmakers, an operating model involving TSMC provides an established qualification pathway. Both Hanmi Semiconductor and HPSP already supply leading Asian chipmakers and maintain certified equipment recipes.
Advanced packaging remains the critical bottleneck in scaling artificial intelligence accelerator modules. Stacking logic chips and memory dies requires sub-micron placement accuracy to maintain electrical continuity across interconnect bumps.
Hanmi Semiconductor developed dual-TC bonders that bond micro-bumps between DRAM layers using rapid thermal pulses. The equipment dominates the production lines of leading Korean memory manufacturers building high bandwidth memory.
The equipment maker's entry into the SpaceX orbit followed ties with Crescendo Equity Partners, a private equity fund backed by Silicon Valley financier Peter Thiel. Crescendo invested in Hanmi Semiconductor in 2013 and later partnered in backing HPSP.
HPSP achieved operating margins exceeding 50% through its monopoly on high-pressure annealing systems. The tools are installed across leading-edge sub-5-nanometer logic nodes and 3D NAND memory fabrication lines.
Vertical integration at Terafab aims to reduce Tesla's reliance on external foundry allocations. Global fab capacity remains constrained by surging accelerator demand from hyperscale cloud operators.
SpaceX requires radiation-tolerant microelectronics for its Starlink satellite constellation and orbital platforms. Operating an internal foundry line would insulate the aerospace manufacturer from commercial fab lead times.
Intel had previously explored process technology collaboration with Terafab, including proposed evaluations of its 14A node. The emergence of TSMC discussions indicates shifting foundry alliances for the Texas mega-site.
Integrating commercial foundry recipes into an unbuilt Texas campus requires dedicated equipment engineering. Toolmakers must calibrate vacuum chambers, handling robotics and chemical delivery systems to proprietary specifications.
Constructing a multi-gigawatt cleanroom footprint requires substantial long-term capital deployment. Semiconductor plants of this scale consume billions of dollars in lithography and metrology equipment before achieving commercial yield.
The Texas development framework targets initial commercial wafer output by 2028, according to project documentation. Tool qualification cycles typically precede volume production by 18 to 24 months.
The companies have not published confirmed purchase order values, tool delivery timetables or formal groundbreaking notices for the Grimes County complex.
SpaceX continues preliminary grading work at the Grimes County property while engineers assess utility interconnections with regional power providers.
