South Korea is tightening regulatory oversight on cross-border transfers of high-precision robotics hardware and motion control software, subjecting domestic component developers and robotics startups to expanded licensing requirements under national export control and industrial security statutes.

The regulatory framework, administered by the Ministry of Trade, Industry and Energy, enforces stricter end-user vetting and outbound technology transfer reviews under the Foreign Trade Act and the Act on Prevention of Divulgence and Protection of Industrial Technology. Under Public Notice No. 2026-496, which takes effect on Sept. 1, 2026, exporters of strategic dual-use technologies must verify the identity and physical destination of end-users both before and after licensing approval. The measure broadens procedural obligations for companies that transfer engineering schematics, firmware source code, and manufacturing process specifications abroad.
