## What to know

- France and Germany proposed a 70% non-battery and 10% battery local content rule on Oct. 16, 2026
- An EU-China quota takes effect Dec. 1, 2026, capping Chinese hybrid imports at 350,000 units annually

France and Germany released a joint automotive policy paper Oct. 16, 2026, proposing strict local-content rules for vehicle subsidies while freezing plug-in hybrid emissions testing calculations until 2030.

The four-page document was negotiated by French President Emmanuel Macron and German Chancellor Friedrich Merz on the sidelines of the European Council summit in Brussels.

The policy paper followed an Oct. 9, 2026, bilateral understanding in Beijing capping Chinese hybrid imports at 350,000 units annually, slashing projected 2026 arrivals of 800,000 units by more than 50%.

Chinese automakers expanded plug-in hybrid shipments after the European Union applied definitive countervailing duties of up to 35.3% on pure battery electric vehicles in October 2024.

Hybrids escaped those earlier duties, allowing Chinese manufacturers to redirect production toward European ports by marketing gasoline-electric powertrains with substantial battery ranges.

Monthly hybrid deliveries from China into the European Union surged to 50,400 units in July 2026, rising from roughly 3,800 units recorded in October 2024.

Chery Automobile and BYD drove that import expansion, capturing over half of all hybrid imports into the bloc as retail prices fell 20% year on year.

The import surge eroded domestic market share and compounded margin pressure across European automotive factories as consumer vehicle demand softened continent-wide.

Volkswagen lowered its full-year operating margin target to 5.6% from 7.0%, reporting an 8% drop in European passenger car deliveries across its mass-market divisions.

Mercedes-Benz Group registered an 8% contraction in third-quarter passenger vehicle sales, citing intense pricing competition within electrified vehicle market segments.

The Oct. 9 agreement negotiated by EU Trade Commissioner Maros Sefcovic and Chinese Commerce Minister Wang Wentao establishes a four-year safeguard taking effect Dec. 1, 2026.

The safeguard restricts Chinese hybrid imports to 350,000 vehicles in its first year, permitting a 6% annual quota expansion through 2030.

The Chinese commerce ministry said the understanding relies on company price undertakings to avoid market disruption under World Trade Organization rules.

The Franco-German paper released Oct. 16 introduces further barriers by seeking to restrict national subsidy programs and government procurement across the European single market.

Under the proposed Industrial Accelerator Act, public purchase subsidies, tax exemptions and municipal fleet tenders would require at least 70% European non-battery vehicle components.

The joint document also establishes a mandatory 10% minimum threshold for European-manufactured battery cells and packs to access public financial incentives.

The European Automobile Manufacturers’ Association acknowledged the position paper Oct. 16, 2026, but warned that the proposed measures lack necessary target flexibilities.

The paper recommends softening the European Union fleet target for 2035 to a 90% tailpipe carbon dioxide reduction against 2021 baselines.

That modification removes an earlier European Commission plan requiring carmakers to neutralize the remaining 10% of fleet emissions using synthetic e-fuels or green steel.

The joint paper also recommends freezing the utility factor calculation used in plug-in hybrid emissions testing, with no revision permitted prior to 2030.

The utility factor — the regulatory formula estimating the share of distance driven on electric battery power — remains unchanged under the proposal.

Freezing that metric preserves compliance headroom for European carmakers relying on hybrids to bridge the transition toward full electrification.

The combined trade measures and local content thresholds reshape operating conditions for South Korean battery manufacturers operating manufacturing assets across Central Europe.

LG Energy Solution operates an 86 gigawatt-hour battery cell facility in Wroclaw, Poland, serving as the main cell supplier for Volkswagen and Stellantis.

The Polish facility experienced a decline in capacity utilization to roughly 68% during the first half of 2026 as European pure electric vehicle adoption slowed.

Samsung SDI operates two battery plants in Goed, Hungary, with combined annual manufacturing capacity exceeding 30 gigawatt-hours, supplying prismatic cells to BMW and Stellantis.

SK On operates three cell plants in Komarom and Ivancsa, Hungary, with combined manufacturing capacity reaching 47.5 gigawatt-hours annually.

Central European facilities operated by Samsung SDI, SK On and LG Energy Solution provide vehicle assemblers with immediate regional battery supply to satisfy the 10% threshold.

Chinese battery supplier Contemporary Amperex Technology faces competitive friction under the criteria because its European manufacturing plants remain largely under construction.

CATL operates a 14 gigawatt-hour factory in Erfurt, Germany, but its planned 100 gigawatt-hour site in Debrecen, Hungary, has not achieved full-scale commercial output.

Sourcing European battery cells would enable Chinese hybrid exporters to maintain subsidy eligibility, but doing so narrows their manufacturing cost advantages over local carmakers.

The European Commission has not published a formal directive adopting the Franco-German position, and the joint paper does not state when member states will vote on local content thresholds.

Trade negotiators from the European Union and China are scheduled to reconvene under the bilateral consultation mechanism in March 2027 to review quota implementation.
