# Samsung Heavy expands Busan R&D center into offshore engineering hub

Samsung Heavy Industries signed an investment agreement on Sept. 3 to expand its research center in Busan, creating an integrated engineering hub for offshore energy plants and liquefied natural gas vessels.

The shipbuilder plans to invest 8.6 billion won ($6.4 million) to relocate and triple the size of the facility. The expansion addresses mounting design workloads following new North American offshore vessel contracts.

Under the agreement signed with the Busan Metropolitan City government, the research facility will occupy 5,619 square meters in the Munhyeon Finance Complex. The company plans to complete the expansion by 2028.

The reorganization broadens the facility beyond detail drafting support. Samsung Heavy will add commercial sales operations, early-stage naval engineering research and dedicated information technology divisions to manage offshore projects through a single technical chain.

The primary operational driver is an export contract for a floating liquefied natural gas vessel awarded by US-based Delfin Midstream. The project entered active engineering stages, creating immediate demand for specialized marine plant designers.

Floating liquefied natural gas, or FLNG, units extract, liquefy, store and offload gas directly at offshore fields. Constructing the complex facilities requires far more engineering hours than building conventional commercial cargo vessels.

Samsung Heavy Chief Executive Choi Sung-an and Busan Mayor Jeon Jae-soo signed the memorandum of understanding at Busan City Hall. Both organizations committed administrative and workforce support through the 2028 completion deadline.

Samsung Heavy first opened a Busan engineering office in December 2023 under an agreement signed in June of that year. That facility covered roughly 1,700 square meters and focused on secondary detail drafting.

The new agreement more than triples floor space to accommodate technical staff across multiple project stages. The company plans to recruit naval architects, piping specialists and structural modeling personnel progressively through 2028.

Official project documents did not specify a target headcount for the recruitment campaign. The municipal government said hiring will prioritize engineering graduates from 22 universities located across the Busan metropolitan area, including Pusan National University.

Busan offers direct highway access to Samsung Heavy's primary shipyard on Geoje Island across the Geoga Bridge. The physical crossing reduces transit time between design offices and drydocks to under 60 minutes.

That geographic proximity allows design engineers to coordinate fabrication schedules directly with dockside production supervisors. Technical teams can resolve structural interference issues on the dock floor without requiring intercity flights or overnight accommodation.

South Korean shipbuilders face intense competition for young naval architects and systems engineers. Many qualified specialists prefer living in large urban centers rather than relocating permanently to industrial shipbuilding communities on the southern coastline.

Opening major engineering facilities in Busan allows domestic yards to attract talent that might otherwise move to the Seoul capital area. The coastal metropolis offers urban residential districts, mass transit and established educational infrastructure.

Samsung Heavy maintains its main corporate research center in Pangyo, south of Seoul. The Busan facility gives the shipbuilder a regional engineering anchor that bridges southern manufacturing berths with northern executive research teams.

Other major South Korean shipbuilders are expanding technical operations in the same city. Hanwha Ocean operates its Busan Engineering Center in the central Jung district to support submarine construction and offshore plant projects.

Hanwha Power Systems also maintains a maritime service hub in Busan. That operation supplies marine equipment engineering, vessel refits and digital monitoring services to commercial operators that call at the Port of Busan.

The engineering investments support a municipal push to transform Busan's maritime industrial base. City planners want to shift the local marine cluster away from low-margin steel fabrications toward engineering design, vessel maintenance and maritime software.

Offshore production assets have re-emerged as a high-margin sector for South Korean yards. Global energy companies are ordering floating gas units as onshore liquefied natural gas export terminals face complex terrestrial permitting hurdles.

Samsung Heavy has built four of the world's nine operational or contracted FLNG vessels. Expanding engineering capacity in Busan aims to preserve delivery schedules while bidding on additional deepwater gas projects in Africa and North America.

Engineering errors during offshore construction generate heavy financial penalties and project delays. Shipbuilders retain basic hull and topside design in-house to protect proprietary engineering standards rather than contracting out sensitive structural calculations to overseas firms.

The expanded Busan center will lead topside equipment modeling, structural analysis and cryogenic containment design for new contracts. Engineers will also build digital twin models to simulate plant operations before vessels depart the shipyard.

The municipal government said it will coordinate administrative licensing and employment subsidies for incoming technical personnel. Samsung Heavy will begin office fit-outs in the Munhyeon Finance Complex during the third quarter of 2026.
