HD Hyundai and the Indian shipping ministry agreed on Oct. 28, 2026, to develop a $4 billion greenfield commercial shipyard in the southern coastal port city of Thoothukudi.

The planned facility will deliver an annual capacity of 2.5 million gross tons. That volume will make the facility India's largest commercial shipyard once full operations begin, according to the ministry statement.

HD Korea Shipbuilding & Offshore Engineering, the group's intermediate holding company, will act as the primary strategic investor. The firm will partner with National Shipbuilding & Heavy Industries Park, Tamil Nadu Limited.

Both partners formed a joint working group on Wednesday to oversee site preparation. The group must finalize an equity-sharing structure and submit a detailed project report within six months, officials said.

Union Minister of Ports, Shipping and Waterways Sarbananda Sonowal met HD Hyundai Chairman Chung Ki-sun in Seoul to settle the schedule. The ministerial visit aimed to accelerate foreign investment in maritime industrial clusters.

The shipyard will receive state backing through the Shipbuilding Development Scheme. The program forms a key part of New Delhi's 69,725-crore-rupee ($8.3 billion) maritime package designed to expand domestic vessel fabrication.

Indian state agencies plan to procure more than 400 commercial and specialized vessels over the next two decades. The Thoothukudi yard will build domestic carriers alongside export tonnage to capture that procurement, Sonowal said.

For HD Hyundai, the offshore expansion provides a structural bypass around Korean yard bottlenecks. Korean drydocks at Ulsan and Geoje operate above 100% capacity with order books stretched through 2029.

South Korean shipbuilders face acute production bottlenecks caused by an aging domestic workforce and strict overtime limits. Subcontractor labor shortages in steel cutting and hull welding have slowed berth turnaround across domestic yards.

Establishing a greenfield production hub in India gives HD Hyundai access to local labor pools. The strategy mirrors automotive manufacturing models that shift labor-heavy fabrication abroad while retaining high-margin systems at home.

Under this production balance, the Indian shipyard will focus on standard bulkers and medium tankers. HD Hyundai will retain high-value liquefied natural gas carrier construction and complex defense programs in its Ulsan docks.

The Tamil Nadu location follows an initial memorandum signed between the state and HD Hyundai in December 2025. That preliminary agreement granted exclusivity to evaluate southern coastal sites with deep draft access.

Bilateral talks advanced on April 20, 2026, when HD KSOE signed an expanded pact with state authorities. That signing coincided with South Korean President Lee Jae Myung's official state visit to New Delhi.

Project momentum accelerated in September 2026 after state-owned Mazagon Dock Shipbuilders withdrew its rival proposal. Mazagon Dock abandoned competing plans for Thoothukudi, leaving HD Hyundai as the sole commercial developer.

Thoothukudi offers climatic and operational conditions that resemble HD Hyundai's Ulsan complex, company assessments showed. Minimal monsoon disruptions and nearby container port infrastructure permit year-round outdoor hull erection and fabrication.

The project also pulls South Korean maritime equipment suppliers into southern India. The Korea Marine Equipment Association confirmed plans to establish an operational liaison office in India to coordinate equipment deliveries.

Korean block fabricator Sejin Heavy Industries held separate discussions with Indian officials regarding specialized components. Sejin Heavy explored fabrication arrangements for deck houses, cargo tanks and cryogenic structures for future vessel batches.

Cooperation agreements also extend to technical institutions in both countries. The Korea Marine Equipment Research Institute opened discussions on testing facilities, green propulsion standards and smart maritime certifications with Indian maritime universities.

Workforce training will start ahead of physical drydock excavation. Indian technical institutes will provide baseline vocational training, while HD Hyundai personnel will conduct advanced welding and assembly instruction on site.

The joint working group will supervise soil testing and navigation channel dredging studies through the winter. Tamil Nadu state agencies have committed to acquiring contiguous waterfront land before formal ground breaking.

Environmental clearances and port connectivity permits must clear state evaluation panels before spring. State authorities will provide dedicated high-voltage power feeds and industrial water lines directly to the yard boundary.

The official announcements do not settle the final equity distribution between partners, and HD KSOE has filed no regulatory disclosure on the Korea Exchange.

The partners must complete their joint venture ownership structure and deliver the detailed project report before the end of April 2027.
