# HD Hyundai forms offshore SMR test center for nuclear ships

HD Hyundai Heavy Industries launched a marine small modular reactor demonstration center on Oct. 7, 2026, partnering with 11 South Korean industrial, academic and engineering institutions.

The initiative establishes a domestic testing alliance to develop nuclear propulsion for commercial vessels. The International Maritime Organization mandates net-zero greenhouse gas emissions from global shipping by or around 2050, accelerating demand for zero-carbon powertrains.

The alliance follows HD Hyundai Heavy Industries' decision in Sept. 2026 to invest 200 billion won ($148 million) in a dedicated reactor manufacturing plant in Ulsan. That plant will fabricate main components for small modular reactors.

Officials signed the memorandum of understanding on Oct. 6, 2026, at the Ulsan National Institute of Science and Technology. The partnership brings together shipbuilders, nuclear plant designers, construction contractors, classification bodies and research universities.

The seven corporate participants include HD Hyundai Heavy Industries, HD Korea Shipbuilding & Offshore Engineering, KEPCO Engineering & Construction, Hyundai Engineering & Construction, Korean Register, Hyundai Heavy Industries Turbomachinery and Clad Korea.

Four universities join the center: UNIST, Seoul National University, Korea Advanced Institute of Science and Technology and Hanyang University. Regional research agency Ulsan Technopark will coordinate local industrial support, the group said.

Small modular reactors — compact nuclear fission units built in factories and assembled on site — generate heat without carbon dioxide emissions. For commercial ships, they replace heavy fuel oil tanks and exhaust funnels entirely.

The center will link testing rigs, specialised simulation tools and research personnel across member sites. Sharing existing infrastructure will avoid duplicate capital expenditure and accelerate maritime safety verification, the companies said.

Signatories plan to pool shipyard technical requirements with academic research to design national government R&D projects. The joint proposals will target state funding for offshore reactor safety and integration systems, according to the group.

HD Hyundai Heavy Industries generated 17.57 trillion won ($13.0 billion) in annual revenue in 2025, operating 10 large dry docks in Ulsan. The shipyard has delivered more than 2,300 commercial vessels across 51 countries.

Intermediate holding company HD Korea Shipbuilding & Offshore Engineering invested $30 million in U.S. reactor developer TerraPower in November 2022. In December 2024, the group secured a contract to manufacture reactor vessels for TerraPower's Natrium fast reactor.

HD Hyundai Heavy Industries followed that manufacturing award on May 21, 2026, by signing a framework agreement with TerraPower. That agreement covers primary equipment supply for sodium-cooled fast reactors, the shipbuilder said.

The group has also pursued floating designs. In June 2026, HD Hyundai and the Korea Atomic Energy Research Institute secured Approval in Principle from Britain's Lloyd's Register for a molten salt reactor car carrier concept.

That milestone built on an earlier container ship design. In early 2025, HD Korea Shipbuilding obtained Approval in Principle from the American Bureau of Shipping for a 15,000-TEU container ship powered by a small modular reactor.

That vessel design paired the reactor with a supercritical carbon dioxide propulsion system developed with Baker Hughes. The system improves thermal efficiency by about 5% compared with conventional steam turbines, the group said.

Consortium partners bring extensive plant experience. KEPCO Engineering & Construction engineered South Korea's standard APR1400 nuclear reactors, while Hyundai Engineering & Construction built four commercial nuclear units at the Barakah power plant in the United Arab Emirates.

Korean Register will establish maritime safety guidelines and inspection procedures for onboard nuclear systems. International maritime regulations currently lack unified commercial reactor standards for civilian cargo ports, maritime specialists noted.

HD Hyundai reinforced its nuclear focus during executive reshuffles on Oct. 7, 2026. The group named Vice Chairman Lee Sang-kyun to oversee shipbuilding affiliates, giving him direct responsibility for expanding into small modular reactors.

The announcement does not state when ground will break on a dedicated physical demonstration building, and the government has not published confirmed state budget allocations for the center.

The consortium will submit joint marine reactor demonstration proposals for South Korea's national research and development budget cycle in February 2027, according to participating research officials.
