Talga Group said Oct. 2 it advanced commercial negotiations with three Japanese industrial companies to supply refined graphite anode material from its Vittangi project in northern Sweden.

The planned facility in Luleå will produce 19,500 tonnes of active anode material annually, equivalent to 16.25 gigawatt-hours of battery storage capacity, according to company feasibility reports.

China refines more than 90% of the world's battery-grade graphite anode material. Beijing imposed export licensing restrictions on graphite in late 2023, raising supply disruption risks for international cellmakers.

Mitsubishi Chemical Corporation progressed discussions with Talga into a conditional supply agreement terms sheet. The Japanese chemical maker expanded testing of Talnode natural graphite anode samples for hybrid vehicle batteries, Talga said.

Both companies agreed to extend negotiations to finalize the terms sheet. Mitsubishi Chemical is seeking broader delivery volume ranges and firmer raw material security guarantees before signing a binding contract, Talga said.

Dainen Materials Co., an Osaka-based anode manufacturer and recycler that has purchased material from Talga since 2018, completed on-site technical audits in Sweden. The company is evaluating Talga's proprietary Talnode-C natural graphite active material.

Dainen is qualifying the European material against updated specifications set by Japanese automotive cell manufacturers. The process verifies purity thresholds, carbon intensity metrics and full supply chain traceability, Dainen said.

United States clean vehicle tax regulations classify Chinese graphite producers as foreign entities of concern. Japanese battery manufacturers must secure non-Chinese anode supplies to maintain eligibility for American electric vehicle subsidies.

Hanwa Co., a Tokyo-listed trading group, began formal due diligence across two commercial tracks. The trading house is assessing a long-term preferential offtake agreement and a project-level equity investment in Vittangi, Talga said.

Hanwa manages raw material procurement for major Japanese automakers, including supply arrangements with Honda Motor Company. Securing European graphite volumes shields downstream vehicle programs from sudden Chinese export curbs, Hanwa said.

The discussions follow non-binding letters of intent signed in July 2026. Talga reached initial terms with Mitsubishi Chemical on July 6, Dainen on July 16 and Hanwa on July 27, according to regulatory filings.

The Vittangi deposit holds 36.9 million tonnes of mineral resources grading 23.1% graphitic carbon. Talga plans to mine the high-grade ore and process it into coated spherical graphite at the Luleå refinery.

Talga has operated an electric demonstration anode plant in Luleå since 2022. The test unit has processed and shipped commercial qualification samples to automotive and industrial battery manufacturers, company technical reports showed.

The European Union granted Vittangi strategic project status and awarded Talga a €70 million grant from the Innovation Fund. The European Commission seeks to build domestic processing capacity to reduce import dependence.

Sweden's government approved the exploitation concession for the Nunasvaara South graphite mine at Vittangi, granting mining rights for 25 years. The decision followed the dismissal of environmental appeals against the permit, the company said.

Talga also secured a pre-approved €150 million loan package from the European Investment Bank for the refinery. Project-level equity participation from Japanese trading houses would complete the commercial funding package, according to company announcements.

The Swedish plant uses hydrometallurgical purification to achieve 99.95% purity without relying on toxic hydrofluoric acid. Incumbent Chinese refineries depend heavily on chemical leaching agents that face tightening environmental oversight, industry analysts said.

Japan's Ministry of Economy, Trade and Industry has similarly pressed domestic battery manufacturers to diversify input sourcing. Tokyo provides financial backing for overseas critical mineral projects to eliminate single-source dependencies in battery supply chains.

Synthetic graphite anodes rely heavily on petroleum coke and energy-intensive graphitization furnaces powered by fossil fuels. Natural graphite anodes from Vittangi rely on Swedish hydroelectric power, cutting product carbon dioxide emissions, Talga said.

Chinese export controls require case-by-case government permits that can delay graphite shipments by several weeks. Japanese chemical suppliers and trading companies have moved to lock in Western supply lines to safeguard vehicle assembly schedules.

Hanwa and Talga are targeting definitive commercial and investment agreements in the fourth quarter of 2026. Dainen and Mitsubishi Chemical are scheduled to conclude binding term sheets during the same period, Talga said.

Talga did not disclose the contracted anode volume allocations, the long-term pricing formulas or the project equity stake percentage under negotiation with the Japanese partners.

Securing binding offtake agreements and project equity from Japanese industrial partners represents the final commercial condition required for Talga to conclude project financing for the Luleå refinery, according to company financial filings.
