Solidigm weighed a $45 billion investment on Oct. 31, 2026, to construct a domestic NAND flash memory fabrication facility in the United States to satisfy surging enterprise storage demand from artificial intelligence clusters.

The proposed multi-phase manufacturing project could eventually expand to $100 billion over its lifetime. The plan targets long-term supply shortfalls in ultra-high-capacity storage hardware used by hyperscale data centers.

Solidigm operates as the United States NAND subsidiary of South Korea's SK hynix. The company controls a commanding share of the global enterprise solid-state drive market for quad-level cell technology.

The capital expenditure discussions follow a corporate retreat from public equity markets. SK hynix announced Oct. 23 that it halted review of an initial public offering and pre-IPO fundraising for Solidigm.

The parent company cited volatile capital market conditions and share price trends for shelving the listing. It maintained that the structural need to finance new American manufacturing capacity remains pressing.

Solidigm reported first-half 2026 revenue of 12.25 trillion won ($9.1 billion), up 265% year-on-year. Net profit reached 5.84 trillion won, reversing cumulative losses exceeding 7 trillion won recorded during the 2022 and 2023 memory slump.

The sharp financial turnaround stems from hyperscalers deploying massive AI inference systems. These neural networks require dense enterprise solid-state drives to store training datasets and model weights efficiently.

Quad-level cell architecture stores four bits of data within a single memory cell. That design delivers far greater storage density than conventional triple-level cell memory while lowering overall power consumption per gigabyte.

Solidigm produces enterprise solid-state drives with capacities of 61.44 terabytes and develops drives above 120 terabytes. AI server operators purchase these units to replace spinning magnetic hard drives in primary storage tiers.

The commercial expansion plan carries direct geopolitical complications. Solidigm has linked the prospective American plant investment to regulatory relief for its primary manufacturing center in Liaoning Province, China.

The company asked the U.S. Department of Commerce for authorizations to export advanced semiconductor fabrication tools to its Dalian facility. That plant houses Solidigm's primary wafer output lines.

Solidigm argued to trade officials that sustained wafer processing revenue generated in Dalian is required to finance construction in the United States. The Dalian site operates Fab 1 and is building Fab 2.

The Dalian facility processes approximately 100,000 silicon wafers per month. Solidigm plans to expand output there by 50% to roughly 150,000 monthly wafer starts by 2027.

The facility intends to fabricate floating-gate three-dimensional NAND flash with more than 200 active storage layers per chip. Washington previously revoked validated end-user privileges, requiring annual export reviews instead.

That annual licensing requirement threatens long-term equipment upgrades. Solidigm cannot install modern etching and deposition machinery without explicit Bureau of Industry and Security waivers.

Prospective manufacturing sites under review for the domestic fab include upstate New York. Groundbreaking could take place as early as 2027 if financing arrangements and federal regulatory terms align.

Solidigm is reviewing potential locations worldwide and has made no binding decisions, the company said. It regularizes evaluations of operational footprints to match persistent data growth, the company said.

SK hynix Chief Executive Officer Kwak Noh-jung addressed the manufacturing strategy during an earnings call on Oct. 28. The company is examining diverse options to maintain solid-state drive competitiveness, Kwak said.

The parent company holds full indirect ownership of Solidigm through its American entity AI Company. Equity dilution concerns from domestic institutional investors helped scuttle the earlier public float proposal.

Without initial public offering proceeds, SK hynix must secure debt financing or customer advances. A single commercial-scale NAND cleanroom currently requires more than $15 billion in initial capital outlay.

Global storage customers face constrained enterprise solid-state drive availability. Server manufacturers report high procurement premiums for high-capacity solid-state drives as cloud service providers lock up long-term wafer volumes.

Samsung Electronics and Micron Technology also compete in high-capacity storage tiers. Neither rival yet matches Solidigm's high-layer floating-gate quad-level cell volume production in the highest density commercial brackets.

The U.S. Department of Commerce reviews bilateral technology transfer terms ahead of the annual export licensing cycle on Dec. 31. That deadline determines whether existing tool supply chains to Dalian remain intact.

The Department of Commerce has not published an official determination on the export license request, and Solidigm has not released a binding capital allocation schedule.

SK hynix plans to report its full-year capital expenditure framework during its board meeting in January 2027. That filing will provide the first statutory disclosure regarding direct parent equity contributions.
