SK hynix established a 2 trillion won ($1.5 billion) credit guarantee facility on Oct. 19, 2026, to shield domestic semiconductor equipment and materials suppliers from rising capital costs.

The financing framework pools capital from the chipmaker and four commercial banks to back loans for small and medium-sized vendors. State insurer Korea Trade Insurance Corporation (K-SURE) underwrites the credit lines, the trade ministry said.

SK hynix and the four commercial lenders contributed a combined 100 billion won ($75 million) in seed capital. K-SURE applied a 20-fold leverage ratio to that deposit to generate the 2 trillion won guarantee pool.

The four participating lenders are KB Kookmin Bank, Shinhan Bank, Hana Bank and Woori Bank. Each lender will extend credit directly to qualifying domestic equipment and component manufacturers under preferential borrowing rules.

Participating vendors receive an interest rate discount of up to 2.5 percentage points below standard commercial rates. The four commercial lenders will also fully cover supplier guarantee fees for three years, the ministry said.

K-SURE increased the loan guarantee coverage to 100%, up from the standard 90% threshold applied to industrial borrowers. The state insurer also extended the guarantee term from one year to three consecutive years.

Eligible suppliers can access borrowing limits set 50% higher than the financing ceilings permitted in other industrial categories. SK hynix will evaluate and recommend candidate vendors before K-SURE conducts its credit assessments.

The financing package targets domestic suppliers producing parts, chemicals and tooling for advanced dynamic random-access memory lines. Accelerated development cycles for high-bandwidth memory (HBM) have strained vendor cash flow across South Korea.

Sub-tier suppliers require capital to build cleanrooms and purchase specialized Computer Numerical Control (CNC) machining equipment. Sustained high interest rates have restricted balance-sheet expansion among precision suppliers lacking direct investment-grade corporate credit ratings.

SK hynix Chief Executive Officer Kwak Noh-jung and Minister of Trade, Industry and Energy Kim Jung-kwan signed the agreement in Yongin. The ceremony took place at the promotional center for the Yongin Semiconductor Cluster.

Before the signing ceremony, ministry officials and bank executives inspected construction progress on Yongin Fab 1. They reviewed development plans for the Trinity Fab, an 870 billion won joint testing facility inside the complex.

The South Korean government, local authorities and SK hynix are jointly funding the Trinity Fab project. The site operates as a production-linked pilot line where domestic component makers can test prototypes on active wafers.

Small equipment makers frequently face commercialization delays because domestic fabs cannot halt mass-production lines for third-party tool trials. Trinity Fab provides cleanroom space to verify tool reliability under live manufacturing conditions before formal procurement.

The Yongin cluster represents the central node in South Korea's long-term strategy to expand domestic wafer fab capacity. SK hynix intends to run its next-generation memory fabrication and advanced packaging operations from the industrial campus.

South Korean industrial policy has increasingly prioritized supply chain self-sufficiency for critical fabrication inputs. International export controls and heightened tooling demand have intensified pressure on memory manufacturers to secure domestic component alternatives.

The credit program directly addresses Tier-2 and Tier-3 manufacturers producing quartzware, precision valves, vacuum seals and precursor chemicals. These smaller vendors face greater difficulty obtaining uncollateralized bank loans than larger Tier-1 tool assemblers.

By providing 100% guarantee coverage, K-SURE removes default risk from commercial bank balance sheets. That state-backed risk transfer allows commercial lenders to clear larger credit lines for small industrial firms without demanding property collateral.

K-SURE will also discount its administrative guarantee fees by 25% to 35% for all participating chip suppliers. The four commercial banks will absorb the remaining fee obligations during the initial three-year loan period.

The semiconductor agreement expands South Korea's national win-win export supply chain financing program to 4.4 trillion won. That total includes 2.4 trillion won already deployed across the automotive, shipbuilding and steel sectors.

The trade ministry said the SK hynix transaction represents the largest single-company trade finance arrangement since the program began in August 2025. Trade officials intend to expand chip-specific guarantees to at least 5 trillion won.

Minister Kim said South Korea plans to expand the overall cross-industry export guarantee facility to 10 trillion won by the end of 2026. The government intends to extend similar structures to defense, nuclear power and biotechnology.

SK hynix and K-SURE presented the first guarantee certificate to an eligible vendor during the Oct. 19 ceremony. Ministry officials said credit drawdowns under the facility will begin immediately following documentation clearance.

The ministry notice does not state the individual contribution breakdown among SK hynix and the four lenders, nor did officials disclose the identity of the supplier awarded the first certificate.

Qualified suppliers can submit financing applications through K-SURE starting Oct. 20, 2026, while the trade ministry reviews initial capital disbursements during its annual supply chain assessment in December.
