# Japan Prefectures Woo Taiwan Chip Vendors With Site Grants

Japanese regional authorities across Kyushu stepped up campaigns on Oct. 2 to attract Taiwanese semiconductor equipment and materials suppliers, offering expanded site preparation and administrative packages.

The recruitment drive aligns with a Cabinet Office plan targeting ¥1.2 trillion ($8.3 billion) in Kyushu chip investment through 2040. National authorities have committed ¥1.208 trillion in subsidies for Taiwan Semiconductor Manufacturing Co. (TSMC).

The central government funding covers two fabrication plants run by Japan Advanced Semiconductor Manufacturing (JASM) in Kumamoto. Approvals of Taiwanese direct investment into Japan rose to 128 cases in 2025 from 99 in 2024, according to Taiwan's economy ministry.

Kumamoto Prefecture presented an industrial growth plan designating 32 priority companies for specialized administrative backing on July 13. The measure seeks to anchor foreign suppliers near JASM's manufacturing site in Kikuyo town.

Mitsui Fudosan signed a basic agreement with Kumamoto Prefecture and Koshi City on April 27 to build the Kumamoto Science Park. The developer broke ground in May on the hub, planning staged delivery through 2030.

Mitsui Fudosan manages the hub to provide one-stop administrative services for incoming Taiwanese materials and tool vendors. The park models operational support on Taiwan’s Hsinchu Science Park to accelerate corporate registrations.

TSMC plans to invest $17 billion in its second Kumamoto facility, upgrading the project from older technologies to 3-nanometer wafer output. That node produces circuits thin enough to handle high-performance computing and artificial intelligence workloads.

JASM completed its first Kumamoto factory in 2024 to manufacture 12-nanometer and 28-nanometer logic circuits for automotive and industrial customers. The facility established Japan's first commercial volume foundry for nodes below 40 nanometers.

More than 50 Taiwanese semiconductor suppliers have established offices or service bases across Kumamoto to support JASM. Yet regional manufacturing plants captured only a narrow fraction of front-end processing contracts during initial operations.

Neighboring prefectures are moving to absorb suppliers unable to secure affordable parcels in Kumamoto. Fukuoka Prefecture opened a joint trade and investment center in April 2025 with Taiwan's Ministry of Economic Affairs to channel corporate arrivals.

Kyushu Economic Federation Chairman Sumio Kuratomi and Taiwanese officials structured the regional alliance around the New Silicon Island Kyushu Grand Design. The initiative coordinates transport corridors connecting Fukuoka Airport, Kumamoto and Kitakyushu Port.

ASE Technology Holding, the world's largest chip packaging and testing contractor, signed a provisional agreement to acquire 16 hectares in Kitakyushu. The Taiwanese group plans to build packaging lines in the city's Wakamatsu Ward.

Packaging encloses bare silicon dies inside protective cases while linking electrical terminals to circuit boards. Advanced packaging operations allow foundries to combine distinct logic and memory chips without shrinking silicon features further.

Japanese materials maker Lintec is building a research facility at Itoshima Research Park in Fukuoka. Lintec develops tape and direct materials for intermediate wafer processing, placing research staff beside the prefecture's testing institute.

Sony Semiconductor Solutions operates image sensor fabrication lines adjacent to JASM in Kikuyo. Sony Group is investing ¥1 trillion to expand next-generation image sensor capacity, starting volume output in 2029 to supply automotive and mobile device makers.

Itochu Techno-Solutions and Taiwan's Systex established a Fukuoka joint venture in August to construct IT infrastructure for arriving Taiwanese vendors. Systex handles information systems for TSMC in Taiwan, extending network procurement to Kyushu clients.

Industrial land availability in central Kumamoto has tightened following fab construction, prompting Koshi City to rezone agricultural plots for Mitsui Fudosan's hub. Nearby municipalities in Saga and Oita are marketing alternate sites within a two-hour trucking radius.

Surging corporate entry has inflated commercial land valuations and strained road networks connecting Kumamoto to regional ports. Local governments are using capital subsidies to offset rising construction costs for secondary suppliers.

The Cabinet Office plan earmarks over ¥70 billion in municipal funding between 2026 and 2040 for local technical training. Kumamoto Prefectural University gained education ministry approval in August to launch a specialized semiconductor department in April 2027.

Kumamoto Prefectural University appointed Hideharu Amano, an architecture specialist from Keio University, as department dean. The program coordinates internships with toolmakers and fab operators to supply engineers directly to local plants.

Kumamoto Prefecture and municipal authorities maintain environmental water monitoring across Kikuyo to track discharge from incoming facilities. Testing in February confirmed that monitored chemical levels in groundwater and rivers met prefectural safety standards.

Local records and the Ministry of Economy, Trade and Industry showed no newly gazetted regional incentive decree on Oct. 2, leaving prefectural recruitment campaigns operating under existing statutory frameworks.

Kumamoto Prefecture will showcase regional production sites to Taiwanese corporate delegations at SEMICON Japan in Tokyo on Dec. 9, while screening applicant companies for infrastructure funding.
