South Korean municipal city gas distributors and regional energy utilities are expanding localized cryogenic tank trucking and modular satellite regasification infrastructure to supply isolated generation assets and off-pipeline districts, highlighting the operational constraints of the national gas trunkline network.

Under the City Gas Business Act and the long-term natural gas supply framework overseen by South Korea's Ministry of Trade, Industry and Energy (MOTIE), wholesale gas import and high-pressure transmission remain centralized under state-owned Korea Gas Corporation (KOGAS). KOGAS operates five primary import and receiving terminals at Pyeongtaek, Incheon, Tongyeong, Samcheok, and the newly developing Dangjin facility, delivering regasified fuel through a high-pressure trunkline network exceeding 5,000 kilometers to power generation companies and 34 municipal retail distributors.

While centralized combined-cycle gas turbine (CCGT) power plants supporting nationwide peak cooling loads tie directly into high-pressure transmission trunklines or dedicated private import hubs, off-grid regions and isolated power generation assets depend on decentralized cryogenic logistics. The decentralized supply model uses cryogenic tank lorries with capacities between 10 and 20 tons to haul liquefied natural gas at minus 162 degrees Celsius from KOGAS coastal import terminals directly to inland satellite facilities. Once unloaded, the liquid fuel is routed through atmospheric or water-bath vaporization units, converted into gaseous form, and injected into localized medium-pressure distribution piping networks or fed into dual-fuel power generation sets.

Regional retail gas distributor Samchully, the largest city gas supplier in South Korea, established a benchmark for municipal satellite infrastructure with its Daebu Island project in Ansan, Gyeonggi Province. Built with an investment of 13 billion won ($9.7 million), the Daebu Island satellite terminal deployed two 29.9-ton cryogenic storage tanks and two atmospheric vaporizers with a combined send-out rating of 2,000 normal cubic meters per hour (Nm³/h), linked to 20.8 kilometers of localized supply pipelines to eliminate reliance on diesel and liquefied petroleum gas.

Similar satellite vaporization configurations have supported regional generation programs managed by KOGAS and Korea Electric Power Corporation (KEPCO). On Baengnyeong Island, a consortium comprising KOGAS, KEPCO, and Samchully constructed a dedicated satellite LNG facility to support a 15-megawatt dual-fuel diesel and natural gas demonstration plant, achieving a 93.3 percent natural gas substitution rate in operational testing to lower local emissions and fuel procurement expenditures.

At a larger utility scale, KOGAS commissioned the Jeju Satellite LNG Terminal in Aewol to support the island's isolated grid. Equipped with two 45,000-kiloliter full-containment membrane storage tanks and a regasification send-out capacity of 120 tons per hour, the facility receives fuel via dedicated coastal LNG carriers to feed regional combined-cycle generators and city gas networks ahead of full pipeline integration.

In southern coastal districts, regional city gas operators including Gyeongnam Energy operated temporary satellite regasification stations in Geoje and surrounding areas to provide interim natural gas supply for commercial and industrial users before the completion of KOGAS high-pressure mainline interconnections.

The reliance on satellite regasification units highlights the capital expenditure trade-offs between extending buried high-pressure transmission steel pipelines through mountainous or insular terrain and maintaining road-based cryogenic logistics. Transporting cryogenic liquid by road incurs higher unit logistics costs and requires strict compliance with the High-Pressure Gas Safety Control Act, but modular satellite vaporization skids require a fraction of the upfront capital and time required for mainline pipeline construction.

Domestic cryogenic equipment manufacturers, including specialized cryogenic vessel and vaporizer fabricators such as Cryos, supply the storage tanks, boil-off gas (BOG) compressors, and regasification skids used across these municipal installations. The modular nature of these systems allows municipal operators to scale regasification capacity in increments of 1,000 to 2,000 Nm³/h by adding modular ambient vaporizer banks as localized thermal and power demands fluctuate.

South Korea's Ministry of Trade, Industry and Energy continues to review the allocation of pipeline expansion subsidies versus decentralized satellite LNG grants under its biennial natural gas supply plans, while KOGAS maintains open-access terminal loading bays at its Pyeongtaek and Incheon facilities for commercial tank lorry fleets.
