Australia's Arafura Rare Earths executed a binding contract Oct. 16 to supply up to 850 metric tons of neodymium-praseodymium oxide annually from its Nolans project to Western supply chains.

The agreed volume represents roughly 19% of the facility's planned 4,440-metric-ton yearly output. The mine sits 135 kilometers north of Alice Springs and has an estimated 38-year operational life.

The contract expands a previous 500-ton commitment agreed in May by 70%. Supply will continue across a five-year initial period, with an option to extend terms for two additional years.

Physical commodity merchant Traxys North America serves as the commercial buyer. The parent group posts annual revenues near $10 billion and operates trading branches across more than 20 countries.

Traxys acts as an appointed raw material procurer for Project Vault. The US initiative builds emergency stockpiles of critical minerals to shield domestic defense and vehicle assembly lines from supply shocks.

Contract pricing will be settled in US dollars against global seaborne indexes. Calculations will track price publications from Benchmark Mineral Intelligence and S&P Global Platts rather than Chinese domestic exchange quotes.

Bypassing domestic Chinese price feeds protects international buyers from local fiscal policy shifts. Export quota changes and internal consumption taxes in China frequently distort onshore transaction figures.

The agreement lifts Arafura's binding offtake coverage to 3,570 metric tons a year. That secures 80.4% of total planned plant capacity, passing the threshold required by project lenders.

Arafura will retain 870 metric tons of annual neodymium-praseodymium oxide for spot sales. The uncommitted volume allows the producer to capture market price spikes once operations commence.

South Korean carmakers Hyundai Motor and Kia anchor the project order book. The manufacturers signed an agreement for up to 1,500 metric tons annually, accounting for roughly 34% of Nolans' production.

German wind manufacturer Siemens Gamesa holds a long-term offtake contract for 520 metric tons a year. The material will feed permanent-magnet generators installed in offshore turbine platforms across Europe.

Canberra has pledged direct sovereign procurement for the remaining allocation. Export Finance Australia agreed to take 500 metric tons annually to stock the national Critical Minerals Strategic Reserve.

China's Ministry of Commerce has progressively expanded export licensing regimes across heavy and light rare earths. The controls threaten Western electric drivetrain and aerospace programs that rely on imported inputs.

Chinese refiners currently process more than 85% of worldwide separated magnet oxides. That concentration has prompted Western industrial buyers to finance independent extraction and refining plants in allied territories.

Nolans will operate as an integrated mine and separation facility. Ores will undergo extraction and chemical refining on-site, eliminating the need to transport intermediate mineral concentrates through Chinese toll separation facilities.

The facility will also produce 470 metric tons of mixed medium-heavy rare earth oxides annually. The stream yields dysprosium and terbium, critical additives required for high-temperature permanent magnet stability.

Byproduct manufacturing includes 144,000 metric tons of phosphoric acid each year. The material meets technical specifications for fertilizer production and provides an additional revenue stream to offset operating expenses.

Total capital expenditure for the Nolans project is budgeted at A$2.4 billion ($1.6 billion). The financing structure combines government infrastructure equity, commercial bank syndicates and export credit agency guarantees.

Senior debt facilities provide $775 million across a weighted average tenor of 12.2 years. Export Finance Australia, the Northern Australia Infrastructure Facility and Export Development Canada provide the core tranches.

The Export-Import Bank of Korea joined the syndicate alongside German state development bank KfW IPEX-Bank. Commonwealth Bank of Australia and ING contributed commercial debt backed by export credit guarantee instruments.

The Northern Territory government issued native title clearances and mineral leases for a 25-year duration. Site infrastructure and civil excavation works commenced in October following final investment approvals.

Construction requires a 30 to 37-month execution period before initial commissioning begins. First commercial production of separated oxides is targeted for early to mid-2029, the company said.

Arafura omitted Traxys by name from its official regulatory filing on the Australian Securities Exchange. The miner cited commercial confidentiality clauses and disclosed the counterparty only as a global trading partner.

The stock exchange notice did not publish the contractual price floor or indexed discount formulas. Arafura has also withheld annual volume delivery targets for the multi-year commissioning ramp-up schedule.
