A Hungarian regional court dismissed on Oct. 30, 2026, an environmental lawsuit seeking to revoke the integrated permit for Contemporary Amperex Technology Co. Limited's €7.34 billion ($7.95 billion) battery plant in Debrecen.

The ruling removes the main legal challenge hanging over the Chinese manufacturer's planned 100-gigawatt-hour site. The project represents CATL's largest overseas manufacturing investment and accounts for roughly a third of planned European battery capacity from Chinese suppliers.

Debrecen Court Judge Ádám Szászi rejected the legal action brought by local residents and green group Védegylet against the Hajdú-Bihar County Government Office. The judgment is final and cannot be appealed through ordinary judicial channels.

The plaintiffs sought to cancel the plant's integrated pollution prevention and control permit issued in early 2023. The court ruled that subsequent revisions rendered the original complaint moot because operational parameters had changed fundamentally.

Hajdú-Bihar county regulators amended the plant's environmental permit four times after the initial filing. The fourth modification, approved in 2025, imposed stricter limits on water consumption and mandated the use of treated wastewater.

Szászi said the plaintiffs failed to contest the amended permit within statutory deadlines. The court also determined that county authorities committed no procedural violations when evaluating environmental impact assessments for the industrial park.

The bench ordered plaintiffs to pay HUF 15,000 ($41) each in court duties. CATL was ordered to pay HUF 75,000 ($205) in administrative fees alongside a share of the HUF 1.45 million expert assessment costs.

The ruling ends three years of local litigation that threatened construction schedules. CATL announced the Debrecen investment in August 2022 to supply cells to European carmakers expanding electric vehicle assembly lines in Central Europe.

The Debrecen complex anchors battery deliveries to Mercedes-Benz Group AG, which signed on as the first and largest customer for Phase 1 output. The German automaker relies on Debrecen cells for its next-generation electric luxury sedans.

BMW AG also operates a new vehicle plant nearby in Debrecen. The site will assemble Neue Klasse electric models starting in 2025, using cylindrical battery cells procured from suppliers within the immediate industrial cluster.

CATL secured an occupancy permit for the site in August 2026 after addressing workplace ventilation and chemical handling issues flagged during construction inspections. The factory has already produced 537,000 battery modules since opening its initial pack assembly line in late 2024.

CATL launched trial production on two battery-cell lines at Debrecen on Sept. 22, 2026. The lines are validating machinery and chemical recipes ahead of commercial volume manufacturing.

Phase 1 provides 34 gigawatt-hours of nameplate capacity, representing more than a third of the site's ultimate 100-gigawatt-hour target. That initial volume can power approximately 450,000 passenger electric vehicles each year.

The judicial decision arrives amid tightening environmental oversight across Central Europe. Hungarian authorities revoked an operating permit for a Korean-owned electrolyte recycling facility in Sóskút earlier in October, citing deficient wastewater controls.

Hungarian regulators also fined the Debrecen CATL facility HUF 10 million ($27,300) in August 2026 over minor wastewater permit breaches. CATL paid the penalty and upgraded discharge filtration units before launching cell trial runs.

The Debrecen court has not yet published the full written reasoning of the verdict in the national judicial register, though the oral judgment closed the proceedings.

Commercial mass shipments from the two validated cell lines are scheduled to begin during the first quarter of 2027, according to supplier ramp-up schedules filed with Hungarian industrial regulators.
