The divergence comes as sub-2-nanometer logic nodes and high-density memory fabs demand unprecedented volumes of ultrapure water for chemical-mechanical planarization, multi-step wet etching, and wafer cleaning cycles. Because localized freshwater aquifers and surface reservoirs face mounting climate volatility and municipal competition, industrial water policy has shifted from an environmental reporting metric into a hard physical constraint on manufacturing capacity and site licensing across Hsinchu, Gyeonggi, and Kyushu.

Taiwan operates the most rigid statutory mandate in the region. Japan lacks a unified national statute imposing a minimum percentage threshold for reclaimed water utilization on semiconductor facilities.
